Barratt David Wilson Homes propose the development of approximately 200 new dwellings to the south of Low Lane, Ingleby Barwick. Access will be provided via a signalised junction arrangement from Low Lane, and the proposals include the provision of high-quality landscaping and ecological enhancements.

Site Context
The Site is located immediately to the south of Low Lane, with Ingleby Mill Primary School and the Fox Covert Inn located along the opposite side of Low Lane. Further east along Low Lane lies an Asda Petrol Station and Convenience Store whilst Ingleby Manor Free School and Sixth Form lies to the north east.
To the west of the site lies an existing road which links Ingleby Barwick and Yarm to the village of Hilton.

Need for Development
Nationally, the country is facing a housing crisis with decades of insufficient house building affecting affordability and the ability of people to find a suitable home in which to live. It also has had a knock-on effect in terms of preventing investment in other areas of the economy.
This also applies locally with recent revisions to the National Planning Policy Framework requiring Stockton Borough Council to significantly boost the supply of new homes to meet current and future housing needs in the Borough.
Barratt David Wilson Homes consider the Site to offer a suitable opportunity to assist in the delivery of these targets in a sustainable manner.
The Proposals
The scheme proposes a variety of new homes presented in a legible and coherent layout which sensitively integrates into the surrounding area. The key elements of the proposed development include:

Approximately 200 new family homes.

Provision of accessible and adaptable housing.

Inclusion of 1-2 bed bungalows.

20% affordable housing - this will be a mix of housing for rent through a Registered Provider and for purchase at a discount to the open market value.

On-site play area.

Circa £470,000 in additional Council Tax receipts per annum.

10% improvement on the existing biodiversity value of the site.
It is important to note the proposal are still in progress, and the final layout and proposals will be informed by the feedback provided by this consultation exercise.

When will I be consulted again?
Following the submission of a full planning application, which is likely to be in early April 2025, Stockton Borough Council will consult local residents and other interested parties before reaching a decision.
All comments should be submitted by Friday 28th March 2025.
